The purpose of the Youth Director with Oversight position is twofold: (1) to administer a developmentally appropriate youth program for children of eligible patrons and (2) oversee all installation Child and Youth Programs (CYPs). Administration includes the direction and operation of a small (up to 99 children) School Age Care (SAC) program and/or a Youth Program (YP). A variety of services are provided in accordance with demand and availability of funding to include programs for children ages 5 years through 18 years such as before and after school programs, summer and vacation camp, open recreation, sports and fitness activities, teen programming, and special
events. Activities are responsive to the developmental, recreational, social, psychological, and cultural needs of children and youth.
This instruction implements policy, assigns responsibilities, incorporates changes in organizational responsibility, and prescribes procedures for the operation of Child and Youth Programs (CYP) on naval installations and in government housing to ensure a healthy, safe environment, and promote quality programs. 1700.9e OPNAV Change transmittal 1 revises pages 9 through 11, Chapter 4, Chapter 9 and adds additional pages throughout instruction. The purpose is to update Child and Youth Program policy on the inclusion of children with and without disabilities and other special needs (chapter 4) and provide guidance on caring for children with chronic health conditions and the administration of medications (Chapter 19).

This application is designed to collect total family income data to determine child care fees. CYP professionals use the Navy CYP Parent Fees Calculator to determine Total Family Income (TFI), and enter the data on the DD Form 2652, which is signed by the Sponsor.
Assists Directors in determining when to open additional classrooms and how to calculate the costs associated with the increased enrollment. The worksheet calculates the additional expenses and show the Non-Appropriated Fund (NAF) profit or loss associated with the projected increased enrollment.
This staff schedule worksheet can be used to create a staffing schedule for the CDC remembering that employees should be shared across the CYP as necessary to maximize resources and ensure program hours are covered.
