This instruction applies to acceptance of voluntary services by any person to appropriated fund (APF) activities and nonappropriated fund instrumentalities (NAFI) operated by the Navy.

To establish policy and assign responsibilities for the Navy's Community Outreach Plan, hereafter referred to as "Outreach: America's Navy." "Outreach: America's Navy" will enhance public awareness, especially in non-Fleet concentration areas of Navy missions, personnel, and recruiting.

Provide policy and assign responsibilities for the management, coordination, and administration of the Navy Community Service Program (NCSP).

Child and Youth Education Services (CYES) will be implemented Navy-wide in Navy Child and Youth Programs to address Youth Sponsorship and K-12 education issues for Navy Families. CYES will use School Liaison Officers (SLOs) to assist with the delivery of installation programs and create school-based programming to military associated preteen and teenage youth.

This instruction implements policy, assigns responsibilities, incorporates changes in organizational responsibility, and prescribes procedures for the operation of Child and Youth Programs (CYP) on naval installations and in government housing to ensure a healthy, safe environment, and promote quality programs. 1700.9e OPNAV Change transmittal 1 revises pages 9 through 11, Chapter 4, Chapter 9 and adds additional pages throughout instruction. The purpose is to update Child and Youth Program policy on the inclusion of children with and without disabilities and other special needs (chapter 4) and provide guidance on caring for children with chronic health conditions and the administration of medications (Chapter 19).

This policy letter replaces reference (b) COMNAVPERSCOM ltr 1700 PERS-659 of 15 Nov 02 and updates policy and guidance for official use of POVs by CDH employees. OPNAVINST 1700.9D requires Child Development Home (CDH) staff to visit homes at least monthly. The following information answers questions concerning the use of a privately owned vehicle (POV) by a CDH employee or a CDH provider while performing official duties.

Advance policy change for Child Development and School-age Care Program requirement for Family Care Plans. The policy letter details the only permissable exceptions to maintaining a file copy of the signed Family Care Plan.

All Navy CDCs are required to implement the Creative Curriculum as the standard curriculum to provide consistency and continuity for military children and their families as they move from base to base.

Navy has contracted with KIT to support and train CYP Professionals Navy-wide in CYP on the best practices of inclusion. Inclusion is an attitude and philosophy that welcomes and supports all children.

The purpose of the memorandum is to provide guidance for Navy CYP member organizations of Boys and Girls Club (BGCA) located within the Continental United States and Hawaii to join BGCA State Alliance.
