This instruction implements policy, assigns responsibilities, incorporates changes in organizational responsibility, and prescribes procedures for the operation of Child and Youth Programs (CYP) on naval installations and in government housing to ensure a healthy, safe environment, and promote quality programs. 1700.9e OPNAV Change transmittal 1 revises pages 9 through 11, Chapter 4, Chapter 9 and adds additional pages throughout instruction. The purpose is to update Child and Youth Program policy on the inclusion of children with and without disabilities and other special needs (chapter 4) and provide guidance on caring for children with chronic health conditions and the administration of medications (Chapter 19).

OPNAVINST 1700.9D requires Child Development Home (CDH) staff to visit homes at least monthly. The following information answers questions concerning the use of a privately owned vehicle (POV) by a CDH employee or a CDH provider while performing official duties.
