The Parent Handbook is written for parents and families whose children and youth are enrolled in Navy CYP. It provides an overview of Navy CYP services, programming, and policies. Parents receive a copy of the Parent Handbook at enrollment and sign that they received its information and understand its policies.

The CYP Parent Fees Standard provides guidance on the administration of parent fee regulations as mandated in the OPNAVINST 1700.9 (series). This standard includes detailed instructions and examples for calculating Total Family Income (TFI), which is used to determine parent fees in all Navy CYPs, including full-day and part-day care.
Part-time program fees for working parents are based on their TFI rates. This calculator can be used to determine the correct rates for a part-time program offering by entering the weekly number of hours of care provided.
The CDH Program Provider Agreement -- CNICCYP 1700/82 must be signed prior to receiving the signed CDH Certificate and enrolling children in the home and authorizing CDH subsidies. CDH Providers must initial by each statement below to indicate that they have read and agree to the terms. The agreement must be maintained in the Provider file with the CDH Office.

During the parent orientation prior to each program, the Navy YSF Parent Fact Sheet will be issued and discussed with the parents. The information within the Parent Fact Sheet concerns the basic rules of the sport/activity, equipment and uniform requirements, safety issues, promotion of good sportsmanship for both children and parents, skill development for their child, and information on how to complete the Parent Association for Youth Sports (PAYS) training.
Each year, DoD sets fee ranges for the entire military system of care. Commander, Navy Installation Command (CNIC) issues a Navy Fee Policy Letter each fall that provides details on the full range of fees for Navy CYPs worldwide.
