The Navy CYP and the USDA have entered into an Interagency Agreement for training, technical assistance, and materials to support CYP. This partnership, entitled the "4-H Youth Development Project" (YDP), allows Navy CYP access to services and materials from a 4-H nationally recognized youth organization.

The Council of Professional Recognition has developed the Child Development Associate and Military School Age credentials to improve the quality of child and school-age care programs. CNIC CYP will continue to provide supplemental funding to offer CYP employees and CDH Providers an opportunity to continue their training and receive recognition from a national organization. CNIC (N926) has established a centralized contract with the Council of Professional Recognition to streamline the process for funding the CDA and MSA credentials. Enclosures (1) through (4) provide the processes for participating in this opportunity.

Child and Youth Education Services (CYES) will be implemented Navy-wide in Navy Child and Youth Programs to address Youth Sponsorship and K-12 education issues for Navy Families. CYES will use School Liaison Officers (SLOs) to assist with the delivery of installation programs and create school-based programming to military associated preteen and teenage youth.
This policy letter authorizes priority placement on the Navy housing waitlist for eligible family child care providers transferring to applicable installations where Navy housing has the lead.
