UFC system is prescribed by MIL-STD 3007 and provides planning, design, construction, sustainment, restoration, and modernization criteria, and applies to the Military Departments, the Defense Agencies, and the DoD Field Activities in accordance with USD(AT&L) Memorandum dated 29 May 2002.

The Unified Facilities Criteria (UFC) system is prescribed by MIL-STD 3007 and provides planning, design, construction, sustainment, restoration, and modernization criteria, and applies to the Military Departments, the Defense Agencies, and the DoD Field Activities in accordance with USD(AT&L) Memorandum dated 29 May 2002. School Liaison Officer's (SLOs) are responsible for all aspects of implementing the CYES function of the Navy's CYP. The Navy Child and Youth Programs (CYP) Hourly Care Standard provides standardized processes and procedures enterprise-wide, maximizes CYP space utilization, and enables the acceptance of hourly care reservations up to 30 days in advance

The School Based Programming Guidebook serves as a guide to initiating and sustaining Child and Youth Education Services and Youth Sponsorship programs in Local Education Agencies. The guidebook also outlines the specific responsibilities of Navy SLOs with regard to the initiatives.

For child(ren) enrolled in Navy operated child care programs (ages 4 weeks to 12 years of age), whose parents choose to have their child(ren) accompany them on official TAD/TDY, the following standard operating procedures shall be implemented and incorporated in parent handbooks in a section entitled "Temporary Withdrawal for Child(ren) Accompanying Parents on Official TAD/TDY"
