DoD Instruction 6060.04 establishes policy, assigns responsibilities, and provides direction for the establishment and maintenance of DoD Youth Services. This includes the Youth Program (YP), Youth Sports and Fitness Program (YSFP), School Liaison Program (SLP), and Youth Sponsorship Program. This issuance applies to OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the DoD.

Policy letter states that BGCA and Navy YP Memorandum of Agreement established a cooperative agreement between BGCA and Navy YP to become an affiliate organization of BGCA. As an affiliate of BGCA, Navy YP can offer BGCA developed programs and activities, request and receive grants, participate in trainings, and request technical assistance in all aspects of youth development offerings within BGCA.

The Navy CYP and the USDA have entered into an Interagency Agreement for training, technical assistance, and materials to support CYP. This partnership, entitled the "4-H Youth Development Project" (YDP), allows Navy CYP access to services and materials from a 4-H nationally recognized youth organization.

This policy letter establishes the policies, procedures and requirements for participation in the CYP TA program. The supporting documents are attached.

The purpose of the memorandum is to provide guidance for Navy CYP member organizations of Boys and Girls Club (BGCA) located within the Continental United States and Hawaii to join BGCA State Alliance.

The CYP Partnership Agreement with NAYS Policy Letter & Attachment provides specifics and processes regarding the NAYS Partnership Agreement to enhance the health and wellness of Navy youth with NAYS to provide streamlined processes for Youth Sport Coach and Officials certifications, Parent Association training, and the Start Smart program.

The Department of the Navy Financial Management Policy Manual (FMPM) prescribes Department of the Navy budgetary policies, procedures, and technical direction necessary to comply with financial management statutory and regulatory requirements. It also contains information about budget execution, including the continuous review of status of funds with a view to appropriate adjustments; and for the delineation of financial responsibility between components of the Department of the Navy, between appropriations and funds, and between the Department of the Navy and other Department of Defense components or Federal departments.

Through a continued partnership and centrally managed contract with the Missoula Children's Theater (MCT), installations operating Child and Youth Programs (CYP) may request to host a week long MCT residency camp for eligible youth. This opportunity is available for both CONUS and OCONUS installations to offer residency camps that can fulfill the installation requirements outlined in the Missoula Children's Theatre Camps Requirements document.

The Council of Professional Recognition has developed the Child Development Associate and Military School Age credentials to improve the quality of child and school-age care programs. CNIC CYP will continue to provide supplemental funding to offer CYP employees and CDH Providers an opportunity to continue their training and receive recognition from a national organization. CNIC (N926) has established a centralized contract with the Council of Professional Recognition to streamline the process for funding the CDA and MSA credentials. Enclosures (1) through (4) provide the processes for participating in this opportunity.
