Child and Youth Education Services (CYES) will be implemented Navy-wide in Navy Child and Youth Programs to address Youth Sponsorship and K-12 education issues for Navy Families. CYES will use School Liaison Officers (SLOs) to assist with the delivery of installation programs and create school-based programming to military associated preteen and teenage youth.

The Navy CYP and the USDA have entered into an Interagency Agreement for training, technical assistance, and materials to support CYP. This partnership, entitled the "4-H Youth Development Project" (YDP), allows Navy CYP access to services and materials from a 4-H nationally recognized youth organization.

Following health and safety best practices is an important way to provide quality early care and education for young children. The American Academy of Pediatrics (AAP), the American Public Health Association (APHA), and the National Resource Center for Health and Safety in Child Care and Early Education (NRC) have released the Fourth Edition of Caring for Our Children: National Health and Safety Performance Standards; Guidelines for Early Care and Education Programs. These national standards represent the best evidence, expertise, and experience in the country on quality health and safety practices and policies that should be followed in today's early care and education settings.

For child(ren) enrolled in Navy operated child care programs (ages 4 weeks to 12 years of age), whose parents choose to have their child(ren) accompany them on official TAD/TDY, the following standard operating procedures shall be implemented and incorporated in parent handbooks in a section entitled "Temporary Withdrawal for Child(ren) Accompanying Parents on Official TAD/TDY"

The Council of Professional Recognition has developed the Child Development Associate and Military School Age credentials to improve the quality of child and school-age care programs. CNIC CYP will continue to provide supplemental funding to offer CYP employees and CDH Providers an opportunity to continue their training and receive recognition from a national organization. CNIC (N926) has established a centralized contract with the Council of Professional Recognition to streamline the process for funding the CDA and MSA credentials. Enclosures (1) through (4) provide the processes for participating in this opportunity.

All Navy CDCs are required to implement the Creative Curriculum as the standard curriculum to provide consistency and continuity for military children and their families as they move from base to base. The attached policy details the curriculum requirements that shall be met by all Navy Child Development Centers administering preschool programs.

This Standard describes not only the roles, responsibilities, and operational requirements for Child Abuse Prevention, Education, and Reporting (CAPER), but also the best practices and strategies that support effective CAPER implementation.
