NAFs are government monies and assets from sources other than monies appropriated by the Congress of the United States. NAFs are separate and apart from funds recorded in the books of the Treasurer of the United States. NAFs shall be administered only through the auspices of a NAFI. NAFs are designated for the collective benefit of authorized patrons and the purpose of the NAFI. Individuals, units, organizations, installations, or commands shall have no proprietary interest in NAFs or other NAFI assets.

Annual unannounced inspections are required at all Navy Child and Youth Programs (CYP) operated on any Navy installation or jurisdiction by Commander, Navy Installations Command (CNIC) CYP Higher Headquarters. Enclosures (1) through (9) are the Inspection Criteria Checklists that will be used during the CY24 inspection cycle, effective 1 January 2024.

All Navy installations must have a current and executable plan in place for managing reports of unauthorized childcare if they have government owned or leased housing (PPV).

The information contained in this document clarifies the responsibilities of Child and Youth Program (CYP)professionals administering CDH programs and provides information about the process for validating insurance coverage. This information is required to be provided to all potential and currently certified Navy CDH Providers for the purpose of notifying them about CDH liability insurance requirements.

The Department of the Navy Financial Management Policy Manual (FMPM) prescribes Department of the Navy budgetary policies, procedures, and technical direction necessary to comply with financial management statutory and regulatory requirements. It also contains information about budget execution, including the continuous review of status of funds with a view to appropriate adjustments; and for the delineation of financial responsibility between components of the Department of the Navy, between appropriations and funds, and between the Department of the Navy and other Department of Defense components or Federal departments.

Navy Child and Youth Programs standardized positions descriptions (PDs) are required to be use for all Navy CYP operations. Enclosure (1) provides an updated chart of all CYP standardized PDs which are required to be used. Both Appropriated Fund (APF) and Non-Appropriated Fund (NAF) standardized PDs have been classified and are provided.

The Navy YSF Operating Manual was developed to define, standardize program delivery, and enrich Navy CYP programming Navy- wide. In order to support the implementation of the Navy YSF program, a comprehensive training and assessment plan has been developed to support installation personnel through the process. (Enclosure 1) Programs are required to implement the standards found in the Navy YSF Operating Manual by the end of FY2014.
