Navy CYP is required to establish collaborative relationships with families as the cornerstone of successful child care programs. When CYP professionals invest in meaningful relationships with families they serve, the entire community benefits. The Family Relations Standards provide operational requirements with guidance on, and strategies for, facilitating implementation of all Navy policy requirements for building and sustaining collaborative relationships with families.

All firearms in Navy certified Child Development Homes must be inaccessible to children and lawfully registered according to State and Navy installation regulations. Effective immediately, CDH providers shall disclose to all parents both verbally and in writing if there are firearms on the premises. CDH Providers must update their current contacts with firearms statements as directed in the policy letter and verify the presence of firearms using the CDH Program Provider Agreement - CNICCYP 1700/82.

Active duty members are often separated from spouses, as well as extended family members who might otherwise offer support. In an effort to assist families, supplemental funding has been provided to offer respite care through the CYP "Give Parents A Break" program.

The policy clarifies information to installations on requirements of references: BUMEDINST 6230.15A and OPNAV 1700.9E in their bargaining agreements regarding immunization requirements for both employees and children in Navy CYP.

Immunization documentation requirements have changed for school-age children participating in CYP. Upon the start of the Fall 2021 annual registration/reverification, families with school-age children enrolled in the Child Development Homes, School Age Care, and 24/7 Center programs will be required to provide documentation, or waiver requests, of their child's immunizations appropriate for the child's age per the ACIP to include documentation of the annual influenza vaccine.

Navy CYP Professionals are required to complete a Navy CYP approved training program. Each CYP professional is required to establish and track their training using the current Individual Development Plan and Training Requirements.

Annual unannounced inspections are required at all Navy Child and Youth Programs (CYP) operated on any Navy installation or jurisdiction by Commander, Navy Installations Command (CNIC) CYP Higher Headquarters. Enclosures (1) through (9) are the Inspection Criteria Checklists that will be used during the CY24 inspection cycle, effective 1 January 2024.

Policy letter expanding the CYP assessment process to include on-site discussion groups at randomly selected installations in an effort to improve feedback participation rates.

All Navy installations must have a current and executable plan in place for managing reports of unauthorized childcare if they have government owned or leased housing (PPV).
