The policy letter releases the Navy CYP Child Abuse Prevention, Education, and Reporting (CAPER) Standards April 2016.

The Council of Professional Recognition has developed the Child Development Associate and Military School Age credentials to improve the quality of child and school-age care programs. CNIC CYP will continue to provide supplemental funding to offer CYP employees and CDH Providers an opportunity to continue their training and receive recognition from a national organization. CNIC (N926) has established a centralized contract with the Council of Professional Recognition to streamline the process for funding the CDA and MSA credentials. Enclosures (1) through (4) provide the processes for participating in this opportunity.

All Navy CDCs are required to implement the Creative Curriculum as the standard curriculum to provide consistency and continuity for military children and their families as they move from base to base. The attached policy details the curriculum requirements for the administeration of curriculum for children 3-5 participating in all Navy Child Development Center programs.

Navy Child and Youth Programs are required to establish administrative procedures, record keeping and file maintenance systems to ensure information is organized, accurate, and readily accessible. The Navy CYP Enrollment and Record Keeping Standards provide CYP professionals with specific information and guidance regarding requirements for record keeping and file maintenance for enrolled children and CYP professionals.

Navy CYP Professionals are required to complete a Navy CYP approved training program. Each CYP professional is required to establish and track their training using the current Individual Development Plan and Training Requirements.

The Navy Child and Youth Programs (CYP) Interactions and Relationships Standards Policy Letter introduces the four program-specific standards that provide CYP Professionals with specific information and guidance regarding the Navy's requirements for facilitating appropriate and healthy interactions.

Navy has contracted with KIT to support and train CYP Professionals Navy-wide in CYP on the best practices of inclusion. Inclusion is an attitude and philosophy that welcomes and supports all children.

This policy letter states that CNIC CYP has received supplemental funding to offer eligible CYP employees an opportunity to become a Military School Age (MSA) representative. The document contains the MSA Representative policy letter, training guidelines and nomination packet. The MSA Representative Training is a three day intensive training designed to prepare individuals with a strong background and experience in the field of School Age Services to conduct assessment of Candidates working with School Age children.
