DOD and Navy Policy allow for CYP Professionals to work with children under Line of Sight Supervision, or LOSS, prior to full background check completion. All personnel working or providing services in Navy CYP without a favorably adjudicated Child Care investigation are required to be visually identifiable, as visual identifiers assist all staff in knowing which CYP Professionals in knowing with staff must be within LOSS. On September 28, 2018, the Assistant Secretary of Defense released a Memorandum that provides policy clarification of the term ΓÇ£Line of Sight Supervision.ΓÇ¥ The Navy CYP Line of Sight Supervision and Visual Identifier Requirements Policy Letter and Enclosures have been issued to provide additional clarification for visual identification requirements to support the implementation of LOSS.
Updated March 2023: Enclosure (2) with new tables
Each year, DoD sets fee ranges for the entire military system of care. Commander, Navy Installation Command (CNIC) issues a Navy Fee Policy Letter each fall that provides details on the full range of fees for Navy CYPs worldwide.
All CYP installations must release a single CYP Parent Fee Letter annually that includes fees for CDC, SAC, CDH programs and 24/7 Centers for children ages birth to 12 (and recreational programs as appropriate). The template has been developed in Word so that installations can tailor the information to reflect the fees at their location.
Programs must offer and track discounts through CYMS. For some discounts, programs must use the CYP Discount Fee Calculator to determine correct discount amounts when applying those discounts to household accounts. Refer to the CYP Parent Fees Standard for additional information and requirements for each discount. The CYP Discount Fee Calculator determines correct discount amounts for Vacation, 30-day Withdrawal, Last Week Summer Camp, Wounded Warrior, and CYP Employee discounts.
Notification for Civilian Sponsors Utilizing Department of Defense Subsidized Child Development Programs must be provided to all civilians using Navy programs.
