NAEYC Early Learning Program 2022 Standards and Assessment Items are research-based standards and recommended best practices for center-based early learning programs that serve children birth through preschool. Navy CDCs and 24/7 programs shall apply these standards toward achievement and maintenance of quality programming and accreditation as required.
Achieving and maintaining NAEYC accreditation is required of all eligible Navy child development centers and 24/7 centers. All programs are considered eligible unless an approved exception from CNIC is documented. In order to comply with Navy Child and Youth Program Policy, new and non-accredited programs must follow the Navy CYP timetable to gain NAEYC accreditation status. This fillable timeline is required to notify CNIC of the plan toward NAEYC accreditation for all non-accredited programs and serves as a guide for action planning to become accredited.

Following health and safety best practices is an important way to provide quality early care and education for young children. The American Academy of Pediatrics (AAP), the American Public Health Association (APHA), and the National Resource Center for Health and Safety in Child Care and Early Education (NRC) have released the Fourth Edition of Caring for Our Children: National Health and Safety Performance Standards; Guidelines for Early Care and Education Programs. These national standards represent the best evidence, expertise, and experience in the country on quality health and safety practices and policies that should be followed in today's early care and education settings.
Navy Installation CDH Programs will establish local Standard Operating Procedures (SOP) outlining a reimbursement process through the Direct Care Subsidy Program (DCSP) for providers seeking to obtain or retain national accreditation.

CNIC CYP will continue to provide supplemental funding to offer CYP employees and CDH Providers an opportunity to continue their training and receive recognition from a national organization. CNIC (N926) has established a centralized contract with the Council of Professional Recognition to streamline the process for funding the CDA and MSA credentials. All Navy child care payments are required prior to services (certain exceptions may apply). All program revenue must be posted the month service is provided. Program revenue is posted in CYMS only if payments are made. Guidance on how to transfer revenue at the end of the month is included in the EOM Activity Balance Transfer Process document. Operations Clerks are required to run this process monthly.
