This revised Management Standard (MS 2024) builds upon the MS 2014 standards, addresses new requirements, and incorporates lessons learned both internally and externally in the early childhood and youth development fields. If it is determined an installation's individual circumstances warrant a modified approach, CNIC N96 has the authority to approve such changes for individual installations. As the Navy maintains its commitment to military families and continues to adapt its programs to meet mission requirements, the same expectations of quality, availability, and affordability apply across all CYP components.
