This policy letter states that CNIC CYP has received supplemental funding to offer eligible CYP employees an opportunity to become a Military School Age (MSA) representative. The document contains the MSA Representative policy letter, training guidelines and nomination packet. The MSA Representative Training is a three day intensive training designed to prepare individuals with a strong background and experience in the field of School Age Services to conduct assessment of Candidates working with School Age children. The Navy Child and Youth Programs Interactions and Relationships Standard provides CYP Professionals with specific information and guidance regarding the Navy's requirements for facilitating appropriate and healthy interactions.

This Navy Youth Sports and Fitness (YSF) Standard is designed to assist all Navy Child and Youth Programs by standardizing opportunities for youth participation in sports and fitness activities on-base or in close proximity to where Navy families live off-base. YSF programming helps Navy families balance the demands of family life and military readiness by providing opportunities for youth to engage in rewarding physical activity and by exposing youth to positive lifestyle behaviors. Standardizing the opportunities for youth participation in a variety of sports, fitness, health, and recreational activities throughout Navy installations allows military families to effectively and efficiently use available resources.

Through a continued partnership and centrally managed contract with the Missoula Children's Theater (MCT), installations operating Child and Youth Programs (CYP) may request to host a week long MCT residency camp for eligible youth. This opportunity is available for both CONUS and OCONUS installations to offer residency camps that can fulfill the installation requirements outlined in the Missoula Children's Theatre Camps Requirements document.

The Council of Professional Recognition has developed the Child Development Associate and Military School Age credentials to improve the quality of child and school-age care programs. CNIC CYP will continue to provide supplemental funding to offer CYP employees and CDH Providers an opportunity to continue their training and receive recognition from a national organization. CNIC (N926) has established a centralized contract with the Council of Professional Recognition to streamline the process for funding the CDA and MSA credentials. Enclosures (1) through (4) provide the processes for participating in this opportunity.

The Navy YSF Operating Manual was developed to define, standardize program delivery, and enrich Navy CYP programming Navy- wide. In order to support the implementation of the Navy YSF program, a comprehensive training and assessment plan has been developed to support installation personnel through the process. (Enclosure 1) Programs are required to implement the standards found in the Navy YSF Operating Manual by the end of FY2014.
