All Navy child care payments are required prior to services (certain exceptions may apply). All program revenue must be posted the month service is provided. Program revenue is posted in CYMS only if payments are made. Guidance on how to transfer revenue at the end of the month is included in the EOM Activity Balance Transfer Process document. Operations Clerks are required to run this process monthly.

Third party/agency payments are defined as any payments made on behalf of a household towards child care fees. If a family qualifies for a State program to help with their tuition fees, a specific process is warranted in CYMS for payments from these agencies, as outlined in the Navy CYMS Agency Third Party Process document. State agency rules may apply.

All family involvement activities and efforts are founded on each CYPΓÇÖs Family Engagement Program. This required, Navy-wide program ensures that families have ample, flexible, and meaningful opportunities to participate in their childrenΓÇÖs experience in CYP. The Family Engagement Program brochure describes the program and opportunities for involvement across all CYPs.
Section 1793 of title 10, United States Code, requires that DoD prescribe uniform fee regulations for Military Child Development Center (CDC) and School-Age Care (SAC) programs. In addition, pursuant to DoD Instruction 6060.02, "Child Development Programs (CDPs)," August 5, 2014, the Assistant Secretary of Defense for Manpower and Reserve Affairs shall annually review and issue a child care fee policy based upon total family income (TFI) for use by programs in the DoD child development system of care.
