The Virtual Family Readiness Store was created to assist installations with streamlined procurement of Family Readiness logo products such as staff uniforms and promotional items. The Family Readiness Store is operated by a competively selected fulfillment company. Regions, installations and individuals may place orders directly to the website.
This instruction implements policy, assigns responsibilities, incorporates changes in organizational responsibility, and prescribes procedures for the operation of Child and Youth Programs (CYP) on naval installations and in government housing to ensure a healthy, safe environment, and promote quality programs. 1700.9e OPNAV Change transmittal 1 revises pages 9 through 11, Chapter 4, Chapter 9 and adds additional pages throughout instruction. The purpose is to update Child and Youth Program policy on the inclusion of children with and without disabilities and other special needs (chapter 4) and provide guidance on caring for children with chronic health conditions and the administration of medications (Chapter 19).
The Military Child Care Act of 1989 (MCCA) was passed by both the House and Senate in November 1989. The goal of MCCA was to improve the availability, management, quality, and safety of child care provided on military installations.

The Council of Professional Recognition has developed the Child Development Associate and Military School Age credentials to improve the quality of child and school-age care programs. CNIC CYP will continue to provide supplemental funding to offer CYP employees and CDH Providers an opportunity to continue their training and receive recognition from a national organization. CNIC (N926) has established a centralized contract with the Council of Professional Recognition to streamline the process for funding the CDA and MSA credentials. Enclosures (1) through (4) provide the processes for participating in this opportunity.
The policy clarifies information to installations on requirements of references: BUMEDINST 6230.15A and OPNAV 1700.9E in their bargaining agreements regarding immunization requirements for both employees and children in Navy CYP.
To assist installations with opening new facilities in an efficient and timely manner to begin providing child development services, CNIC has developed timelines for encumbering new staff, child placement, procurement of supplies and equipment.
Navy has contracted with KIT to support and train CYP Professionals Navy-wide in CYP on the best practices of inclusion. Inclusion is an attitude and philosophy that welcomes and supports all children.

The Navy Child and Youth Programs (CYP) Interactions and Relationships Standards Policy Letter introduces the four program-specific standards that provide CYP Professionals with specific information and guidance regarding the Navy's requirements for facilitating appropriate and healthy interactions.
