Child and Youth Education Services (CYES) will be implemented Navy-wide in Navy Child and Youth Programs to address Youth Sponsorship and K-12 education issues for Navy Families. CYES will use School Liaison Officers (SLOs) to assist with the delivery of installation programs and create school-based programming to military associated preteen and teenage youth.

The Navy CYP Parent Participation Plan (PPP) sample helps programs detail how they will encourage families to actively participate in their CYP. Programs are required to develop a PPP and must review and update their PPP on an annual basis to ensure an accurate and up-to-date ΓÇ£road mapΓÇ¥ for their participation efforts for the coming year.

OSD provides a toolkit and guide for Installation Child Development and Youth Center Opening Ceremonies. The Office of the Secretary of Defense (OSD) Office of Family Policy/Children and Youth is providing this guide to assist program and installation staff in the planning of Groundbreaking and Opening Ceremonies. All Navy CDCs are required to implement the Creative Curriculum as the standard curriculum to provide consistency and continuity for military children and their families as they move from base to base. The attached policy details the curriculum requirements that shall be met by all Navy Child Development Centers administering preschool programs.

The policy clarifies information to installations on requirements of references: BUMEDINST 6230.15A and OPNAV 1700.9E in their bargaining agreements regarding immunization requirements for both employees and children in Navy CYP.

Through a continued partnership and centrally managed contract with the Missoula Children's Theater (MCT), installations operating Child and Youth Programs (CYP) may request to host a week long MCT residency camp for eligible youth. This opportunity is available for both CONUS and OCONUS installations to offer residency camps that can fulfill the installation requirements outlined in the Missoula Children's Theatre Camps Requirements document.
