The U.S. Department of Defense offers non-medical counseling through two programs: Military and Family Life Counseling (MFLC) and Military OneSource. This study set out to answer the question of whether non-medical counseling programs are effective in improving program outcomes and if effectiveness varies by problem type and/or population. CYES completion of CY24 Child and Youth Education Services Snapshot is mandatory and includes placing a copy filed in the CYP/CYES Inspection Box/Folder with copies of supporting information attached. The CYES Snapshot is a coversheet to SLP inspection criteria. It is also mandatory to upload the completed CYES Snapshot form CYP Inspection Management System (IMS) (do not include the supporting documents, only the CYES Snapshot).

All Navy child care payments are required prior to services (certain exceptions may apply). All program revenue must be posted the month service is provided. Program revenue is posted in CYMS only if payments are made. Guidance on how to transfer revenue at the end of the month is included in the EOM Activity Balance Transfer Process document. Operations Clerks are required to run this process monthly.

Third party/agency payments are defined as any payments made on behalf of a household towards child care fees. If a family qualifies for a State program to help with their tuition fees, a specific process is warranted in CYMS for payments from these agencies, as outlined in the Navy CYMS Agency Third Party Process document. State agency rules may apply.
