The policy letter releases the Navy CYP Child Abuse Prevention, Education, and Reporting (CAPER) Standards April 2016.

The Council of Professional Recognition has developed the Child Development Associate and Military School Age credentials to improve the quality of child and school-age care programs. CNIC CYP will continue to provide supplemental funding to offer CYP employees and CDH Providers an opportunity to continue their training and receive recognition from a national organization. CNIC (N926) has established a centralized contract with the Council of Professional Recognition to streamline the process for funding the CDA and MSA credentials. Enclosures (1) through (4) provide the processes for participating in this opportunity.

This policy letter authorizes priority placement on the Navy housing waitlist for eligible family child care providers transferring to applicable installations where Navy housing has the lead.

OCONUS installations must use Table 2 (Civilian Geneva Categories and Equivalent Grades) to determine BAC RC/T for for families with civilian sponsors.

Navy Child and Youth Programs are required to establish administrative procedures, record keeping and file maintenance systems to ensure information is organized, accurate, and readily accessible. The Navy CYP Enrollment and Record Keeping Standards provide CYP professionals with specific information and guidance regarding requirements for record keeping and file maintenance for enrolled children and CYP professionals.

This policy letter and attachment provide requirements and guidance for the utilization of the Family Child Care Certification Managment System or FCC-CMS. All FCC programs must use this tool to track and monitor FCC Provider certification processes from initial interest to full certification.

Navy CYP is required to establish collaborative relationships with families as the cornerstone of successful child care programs. When CYP professionals invest in meaningful relationships with families they serve, the entire community benefits. The Family Relations Standards provide operational requirements with guidance on, and strategies for, facilitating implementation of all Navy policy requirements for building and sustaining collaborative relationships with families.

All firearms in Navy certified Child Development Homes must be inaccessible to children and lawfully registered according to State and Navy installation regulations. Effective immediately, CDH providers shall disclose to all parents both verbally and in writing if there are firearms on the premises. CDH Providers must update their current contacts with firearms statements as directed in the policy letter and verify the presence of firearms using the CDH Program Provider Agreement - CNICCYP 1700/82.
