Commander, Navy Installations Command (CN IC) conducts annual unannounced inspections at each Navy Child and Youth Program, or CYP, worldwide as required by the Military Child Care Act of 1989 (MCAA). The goal of the inspection is to ensure all Navy CYPs are meeting the high standards of care on which Navy families have come to depend. The annual CNIC inspection determines the level of compliance with the current regulations and requirements as set forth in Navy policy. This document provides biographies of all CNIC CYP Inspection Team members.

DoDI 1015.15 - Establishment, Management, and Control of NAF Instrumentalities and Financial Management of Supporting Resources

NAFs are government monies and assets from sources other than monies appropriated by the Congress of the United States. NAFs are separate and apart from funds recorded in the books of the Treasurer of the United States. NAFs shall be administered only through the auspices of a NAFI. NAFs are designated for the collective benefit of authorized patrons and the purpose of the NAFI. Individuals, units, organizations, installations, or commands shall have no proprietary interest in NAFs or other NAFI assets.

Navy Child and Youth Programs standardized positions descriptions (PDs) are required to be use for all Navy CYP operations. Enclosure (1) provides an updated chart of all CYP standardized PDs which are required to be used. Both Appropriated Fund (APF) and Non-Appropriated Fund (NAF) standardized PDs have been classified and are provided.

The Navy YSF Operating Manual was developed to define, standardize program delivery, and enrich Navy CYP programming Navy- wide. In order to support the implementation of the Navy YSF program, a comprehensive training and assessment plan has been developed to support installation personnel through the process. (Enclosure 1) Programs are required to implement the standards found in the Navy YSF Operating Manual by the end of FY2014.

Inspection Criteria School Age Care (SAC) - CY24

Annual unannounced inspections are required at all Navy Child and Youth Programs (CYP) operated on any Navy installation or jurisdiction by Commander, Navy Installations Command (CNIC) CYP Higher Headquarters. This is the Inspection Criteria Checklist that will be used during the CY24 inspection cycle for School Age Care programs, effective 1 January 2024. All personnel responsible for CYP operations are required to be aware of the criteria and ensure they are met.
