Russell National School Lunch Act (42 USC 1751 et. seq.) (NSLA) This guidance prescribes policy and procedures for Navy Commander, Navy Installations Command (CNIC), (N926), Child and Youth Program (CYP), Child & Youth Education Services (CYES), Free and Reduced-Price Meal Program. In Department of Defense Dependents Schools (DoDEA) on Navy installations, Commander, Navy Installations Command (N926), Child and Youth Programs are responsible for execution.
