The Council of Professional Recognition has developed the Child Development Associate and Military School Age credentials to improve the quality of child and school-age care programs. CNIC CYP will continue to provide supplemental funding to offer CYP employees and CDH Providers an opportunity to continue their training and receive recognition from a national organization. CNIC (N926) has established a centralized contract with the Council of Professional Recognition to streamline the process for funding the CDA and MSA credentials. Enclosures (1) through (4) provide the processes for participating in this opportunity.

NAEYC Early Learning Program Accreditation Standards and Assessment Items

NAEYC Early Learning Program 2022 Standards and Assessment Items are research-based standards and recommended best practices for center-based early learning programs that serve children birth through preschool. Navy CDCs and 24/7 programs shall apply these standards toward achievement and maintenance of quality programming and accreditation as required.

NAEYC Initial Accreditation Timeline

Achieving and maintaining NAEYC accreditation is required of all eligible Navy child development centers and 24/7 centers. All programs are considered eligible unless an approved exception from CNIC is documented. In order to comply with Navy Child and Youth Program Policy, new and non-accredited programs must follow the Navy CYP timetable to gain NAEYC accreditation status. This fillable timeline is required to notify CNIC of the plan toward NAEYC accreditation for all non-accredited programs and serves as a guide for action planning to become accredited.

Immunizations Policy Update

Immunization documentation requirements have changed for school-age children participating in CYP. Upon the start of the Fall 2021 annual registration/reverification, families with school-age children enrolled in the Child Development Homes, School Age Care, and 24/7 Center programs will be required to provide documentation, or waiver requests, of their child's immunizations appropriate for the child's age per the ACIP to include documentation of the annual influenza vaccine.

Policy Change Concerning Priorities for Department of Defense Child Care Programs Memorandum

The purpose of this memorandum is to ensure our military members have priority access to child care, including changes to the current child care priorities to clarify situations where military families will be afforded priority access, to include supplanting lower priority patrons when necessary. These changes also clarify the definition of a working spouse, provide for ample notification in cases of discontinuation of child care, and provide authority to establish exceptions where mission requirements necessitate flexibility.
