This information is required to be provided to all potential and currently certified Navy CDH Providers for the purpose of notifying them about CDH liability insurance requirements.

The American Academy of Pediatrics (AAP), the American Public Health Association (APHA), and the National Resource Center for Health and Safety in Child Care and Early Education (NRC) have released the Fourth Edition of Caring for Our Children: National Health and Safety Performance Standards; Guidelines for Early Care and Education Programs. These national standards represent the best evidence, expertise, and experience in the country on quality health and safety practices and policies that should be followed in today's early care and education settings.

The Navy YSF Operating Manual was developed to define, standardize program delivery, and enrich Navy CYP programming Navy- wide. In order to support the implementation of the Navy YSF program, a comprehensive training and assessment plan has been developed to support installation personnel through the process. (Enclosure 1) Programs are required to implement the standards found in the Navy YSF Operating Manual by the end of FY2014.
The DOD Child Abuse Hotline Poster shall be posted in a location that is visible to staff and parents. This includes in the lobby of all CYP facilities, on every classroom parent information board, at all FCC homes, and in or near the School Liaison office (if the office is located outside of a CYP facility).
Programs are required to notify CNIC HQ when a programΓÇÖs operating practices fall outside of current Navy CYP policies. An Operational Review process has been established to allow review of requests for programmatic changes (e.g., staffing, utilization, curriculum implementation, etc.), short-term non-critical operation outside of policy, as well as requests for Extensions to previously approved Exceptions to be submitted via the Inspection Management System (IMS).
