Policy letter states that BGCA and Navy YP Memorandum of Agreement established a cooperative agreement between BGCA and Navy YP to become an affiliate organization of BGCA. As an affiliate of BGCA, Navy YP can offer BGCA developed programs and activities, request and receive grants, participate in trainings, and request technical assistance in all aspects of youth development offerings within BGCA.

The purpose of the Youth Director position is to administer a developmentally appropriate youth program for children of eligible patrons. Administration includes the direction and operation of a large (200 or more children) School Age Care (SAC) program and/or a Youth Program (YP).

The purpose of the Child Development Home (CDH) Director with Oversight position is twofold: (l) developmentally appropriate home-based early childhood and school age program for children of eligible patrons and (2) oversee all installation Child and Youth Programs (CYPs). Administration includes direction and operation of a CDH.

The purpose of the Child Development Home (CDH) Director position is to administer a home-based developmentally appropriate early childhood and school age program for children of eligible patrons. Administration includes direction and operation of a small (up to 29 homes) or medium (30-85 homes)CDH system.

The Child and Youth Behavioral Military & Family Life Counselor (CYB-MFLC) consent form must be signed by parents to allow the MFLC to work with children enrolled in CYP.

Navy Child and Youth Programs standardized positions descriptions (PDs) are required to be use for all Navy CYP operations. Enclosure (1) provides an updated chart of all CYP standardized PDs which are required to be used. Both Appropriated Fund (APF) and Non-Appropriated Fund (NAF) standardized PDs have been classified and are provided.

The Navy YSF Operating Manual was developed to define, standardize program delivery, and enrich Navy CYP programming Navy- wide. In order to support the implementation of the Navy YSF program, a comprehensive training and assessment plan has been developed to support installation personnel through the process. (Enclosure 1) Programs are required to implement the standards found in the Navy YSF Operating Manual by the end of FY2014.
