On September 28, 2018, the Assistant Secretary of Defense released a Memorandum that provides policy clarification of the term ΓÇ£Line of Sight Supervision.ΓÇ¥

The Navy CYP Parent Handbook policy letter indicates that programs are required to provide a handbook to parents which outlines CYP program policies and procedures for children participating in Navy CYP. The standardized handbook has been updated to assist program directors in meeting this requirement and to ensure a standardized message is articulated to families registered in Navy CYP. Programs are required to use the updated Parent Handbook by 31 January 2018.

This memorandum clarifies that only combat-related wounded warriors in an active duty status qualify for Priority 1 status.

The purpose of this memorandum is to ensure our military members have priority access to child care, including changes to the current child care priorities to clarify situations where military families will be afforded priority access, to include supplanting lower priority patrons when necessary. These changes also clarify the definition of a working spouse, provide for ample notification in cases of discontinuation of child care, and provide authority to establish exceptions where mission requirements necessitate flexibility.
