The CYP Parent Fees Standard provides guidance on the administration of parent fee regulations as mandated in the OPNAVINST 1700.9 (series). This standard includes detailed instructions and examples for calculating Total Family Income (TFI), which is used to determine parent fees in all Navy CYPs, including full-day and part-day care.
Part-time program fees for working parents are based on their TFI rates. This calculator can be used to determine the correct rates for a part-time program offering by entering the weekly number of hours of care provided.
Programs use the CYP Family Rewards Program: Point Tracking Form--CNICCYP 1700/77 to help parent participants document points earned in hourly rate activities as a part of the CYP Family Rewards Program.

All families who enroll in a Navy CYP are required to provide proof of their total family income (TFI). This short guide answers some of the common TFI questions and provides the basic information they need to have their TFI verified.
The FCC Subsidy Claim Form is completed by FCC Providers each month, detailing each child enrolled in their care who is qualified for subsidies and was in attendance during the subsidy cycle.
The CDH Monthly Attendance Record must accompany the monthly Subsidy Claim Form -- CNICCYP 1700/88 in order to reimburse CDH providers for services rendered.
