Each service branch must implement a Department of War (DoW) approved curriculum for Child Development Centers (CDC) that supports school readiness, is based on knowledge of child and youth development and learning, and accounts for assessment of individual needs and interests. DoW has partnered with Purdue University to develop the Early Learning Matters (ELM) Curriculum, a DoW approved comprehensive, affordable early learning curriculum. This instruction provides guidance on Navy implementation of the ELM curriculum at all CDCs and 24/7 Centers.
