Early Learning Matters (ELM) Family Conference Tools

These tools are used to document family conferences in Navy Child Development Centers and 24/7 Centers. Each family must be offered the opportunity to participate in a family conference in March and September. If a family opts out of participating in their child’s family conference, the family must be asked to sign a copy of the family conference tool and provided a copy. Navy programs are required to implement the ELM curriculum no later than March 1, 2026.
