Child Abuse Prevention, Education, and Reporting (CAPER), CNIC Manual 1754.2
The Navy requires CYP professionals to provide a safe environment for all children, recognize and respond to child abuse and neglect, and report all concerns for children’s safety and well-being appropriately. All CYP professionals are prohibited from engaging in child maltreatment or any type of inappropriate interaction. All CYP professionals have a legal mandate to report suspected child abuse and neglect by caregivers, either in the home or within a CYP. All Navy CYP professionals will comply with all policies and procedures contained in the manual and its associated references.
This is a complete update of previous guidance and must be read in its entirety. CYP personnel are required to implement all updated requirements no later than 1 JUL 2025. Installation CYP Directors are expected to brief Command leadership on updated requirements, with a focus on updates to the processes for families requesting to view CCTV footage, timelines for notifying families about critical incidents and child abuse allegations impacting their child, and requirements for CYP professionals to self disclose any incident that is determined to meet the threshold for DoD criteria for child abuse and neglect following a FAP assessment.
