Where is MCCYN Available?
- MCCYN is only available to eligible families stationed within the continental United States, Hawaii, and Alaska.
- Not all installations offer the MCCYN program.
- DoW determines which installations have a need for the program.
- Only available in locations where there is not enough military-operated child care to support mission requirements.
- MCCYN serves children from 6 weeks to 13 years of age. If a child turns 13 while enrolled, they may remain enrolled until the end of the school year.
Who Is Eligible for MCCYN?

Eligible DoW Sponsors
- Active duty service members
- Reservists or Guard on active duty*
- DoW civilians
- Gold Star Spouses
* Army Only: To be eligible, Army Reservists and National Guard members must be on Title 10 or Title 32 orders for a minimum of 30 consecutive days.
Additional Eligibility Criteria
- Must be stationed at an installation where DoW has approved availability of the MCCYN Program, OR
- Do not live near a DoW installation with a Child and Youth Program.
- If married, your spouse must be employed, actively seeking employment, or a student enrolled in a minimum number of hours.
Eligibility Exceptions
A family with an MCCYN approved DoW sponsor may request an eligibility exception to receive MCCYN fee assistance if your family:
- Has a medical exception: If a spouse has a temporary medical issue which prevents them from maintaining an eligible spouse status, you may be eligible for fee assistance until the medical issue is resolved, at which time you have 90 days to provide documentation of employment or student status.
- Needs accommodation for a child with special needs: Your child’s needs cannot be fully met by a military-operated program or your family will face added hardship to access necessary services when using a military-operated program.
- Is experiencing deployment or extended TDY: Your family needs placement due to extenuating circumstances related to a Service member’s deployment or extended temporary duty.
- Has a spouse with a disability: A spouse has a disability and has documentation that they are unable to provide care to children in their home on their own.
- Has an eligible sibling: This child has a sibling who is currently enrolled in this MCCYN program, but MCCYN is not an option when you search for care for them.
- Other: A Service Representative may approve other exceptions on a limited case by case basis.
